2/3 split is improving/by improving

The structure of the sntence should be "through actions such as a...b...and c........and by improving the morale of a demoralized nation through x...y...and z...

it introduces 'and' and by at the right place and hepls make sentence more clearer and meaningful..

through the launch is wrong..

I would go with A or B

B is eliminated as 'and launching massive public ' & 'and improving the morale of a demoralized ' is not consistent with the whole sentence.
